Municipal Agency for Drug Addictions


Interventions on drugs has been always characterized by two facts: the peculiarities of the sector in which the interventions operate, the historical organizational difficulties caused by the plurality of actors, institutional and others, who often perform their important activities in a "solitary" way .
To render the services efficient and productive to its competence, the municipality of Rome has launched a organizational innovation process in application of the laws on local powers.
By decision n. 96, 21 st May 1998 of the Municipal Council was established the Municipal Agency for Drug Addictions, established under the legal form of an institution. The Agency has its proper administrative, financial and managerial autonomy.
It is the first Italian institutional body with these characteristics in the field of drug addictions.
The tasks of the Agency are multiple, ranging from interventions to prevent marginalization and social problems, to interventions including care, rehabilitation and social reintegration. A special attention is dedicated also to the minor children of parents with addiction problems.
The Agency adopts several criteria based on efficiency, effectiveness and flexibility of operations in order to operate in such a complex and problematic area. Moreover, the distribution of services is implemented according to the specific problems encountered in the various socio-territorial reality of the Municipality.
It has been established a network composed by the actors of the field, a network of services that draws strength from the various means and methods used, from the experience and professionalism of those operators who have been working in drug addictions in several years.
The institutional bodies of the Agency are: the President, the Board of Administration and the Director.
The staff consists of employees with contracts of both indefinite and determined duration. Furthermore, the Agency hires external collaborators with determined contracts.
The text of the Organization and functioning Regulation is approved by the institutional Decision. In the up mentioned document the finalities of the Agency are clearly defined.
